内地医生不可以在菲律宾行医，除非有菲律宾医生执照，更不用说开诊所了。

Hi, what is the type of license that you have? If it is for oriental medicine then you need to register with Department of Health. That is recognized by Philippine government. If it is for western medicine, you need to wait for ASEAN integration of professional licenses!
